As everyone is well aware Life Options as we know it, ended on December 31st and a new Day Habilitation Program began on January 1, 2015. The loss of employment proved to be a significant blow to all involved. As of this date, we created a video, which was sent to everyone from the President in Washington to players on a local level and we are still working on getting out petition signed both on paper and on change.org.
The Workforce Innovation and Opportunity Act (WIOA) Proposed Rule was signed into law by President Obama on July 22, 2014 to help individuals with disabilities access the services they need to succeed in employment and match empoyers with skilled workers. In addition, the Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities (ACICIEID) has been established to prepare findings, conclusions and recommendations for the Department of Labor on ways to increase employment opportunities for individuals with disabilities and identify the appropriate use of 14(C) certificates, which enables agencies to pay individuals less than minimum wage.
ACICIEID will be incorporating public testimony in their deliberations. I am please to inform you that our first response to ACICIEID , on June 12th was comprised of 51 pages of testimony from over 125 of our Life Options program participants! They shared their dreams and wishes as well as their frustrations regarding their lack of ability to work and earn a paycheck. Now it is time to present the public testimony from the families, advocates and staff. The next deadline is July 12, 2015.
As you can see, the fight we have on our hands is the right to operate a work center. Not all individuals with disabilities have the capacity to be employed in a competitive integrated setting. Unfortunately we are in ever changing times and spend much time, energy and effort fighting to both maintain our current programs and restart a favorite program: our work center.
